1. The Engineer shall have authority to issue to the Contractor , from time to time , such supplementary Drawings and instructions a s shal be necessary for the purpose of the proper and adequate ex ecution and completion of the Works and the remedying of any defects therein . 

工程师应有权不时向承包商发出必要的补充图纸和说明，以便适当和充分地执行和完成工程，并对其中的任何缺陷进行补救。

2. The Contractor shall provide the folowing personnel on the Site in connection with the execution and completion of the Works and the remedying of any defects . Only such technical assistants as are skilled and experienced in their respective callings ( fields ) and such foreman and leading hands as are competent to give proper superintendence of the Works . 

 承包商应在工地上提供在各自的工作（领域）中熟练和有经验的技术助理，以及有能力对工程进行适当监督的工头和领班，以执行和完成工程并纠正任何缺陷。

3. The Contractor shall , throughout the execution and completi on of the Works and the remedying of any defects therein , take al r easonable steps to protect the environment on and off the site . 

承包商应在整个工程的执行和完成以及对其中任何缺陷的补救过程中，采取一切合理的措施来保护工地内外的环境。

4. The Times Places and Manner of holding Elections for Senators and Representatives , shall be prescribed in each State by the Legislature thereof ; but the Congress may at any time by Law make or alter : such Regulations , except as to the Places of choosing Senators . 

参议员和众议员选举的时间、地点和方式，应由各州的立法机关规定；但国会可随时通过法律制定或修改此类条例，但关于选举参议员的地点除外。
