To the General Administration of Quality Supervision, Inspection and Quarantine, and finance departments (bureaus), development and reform commissions and price bureaus of all provinces, autonomous regions and municipalities directly under the Central Government,

We hereby acknowledge the receipt of the Letter Requesting for Further Clarification on Policies on the Review Fees for the Production Permit for Industrial Products submitted by the General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as "AQSIQ") (Guo Zhi Jian Cai Han [2010] No. 902). After discussion and research, relevant issues are hereby notified as follows:

    国家质量监督检验检疫总局,各省、自治区、直辖市财政厅(局)、发展改革委、物价局:

    国家质量监督检验检疫总局《关于商请进一步明确工业产品生产许可证审查费政策的函》(国质检财函〔2010〕902号)收悉。经研究,现将有关问题通知如下:

1. The AQSIQ and quality and technical supervision departments of all provinces, autonomous regions and municipalities directly under the Central Government shall, when reviewing enterprises applying for the production permit for industrial products according to their respective authority limits, charge fees for the review of the production permit of industrial products in accordance with the following provisions: RMB 2,200 shall be charged where an enterprise applies for the production permit for industrial products falling within one category; and where an enterprise applies for the production permit for industrial products falling with two categories or more, RMB 2,200 shall be charged for each category of industrial products. In particular, if an enterprise applies for the production permit for industrial products falling within two or more product units of industrial products under the same category (product units included under each category of industrial products shall be subject to the Detailed Rules of Implementation of the Production Licensing of Industrial Products promulgated by the AQSIQ), the review fee for each additional product unit shall be charged at 20% of the standard charging-rate.

       一、国家质量监督检验检疫总局和各省、自治区、直辖市质量技术监督部门按照管理权限在对申领工业产品生产许可证的企业进行审查时,按照下列规定收取工业产品生产许可证审查费:企业申领一个类别工业产品生产许可证的,收取2200元;申领两个以上类别工业产品生产许可证的,对每类工业产品分别收取2200元。其中:对同一个类别工业产品,企业申领两个以上产品单元(每类工业产品包括的产品单元以国家质量监督检验检疫总局发布的工业产品生产许可实施细则为准)工业产品生产许可证的,每增加一个产品单元按规定收费标准的20%收取审查费。

2. Quality and technical supervision departments at or above the provincial level shall strictly comply with the abovementioned provisions, refrain from adding new chargeable items, expanding the fee-charging scope and raising fee-charging rates without authorization, and shall consciously accept the supervision and inspection by finance departments, price departments and audit offices.

       二、省级以上质量技术监督部门应严格按照上述规定执行,不得擅自增加收费项目、扩大收费范围或提高收费标准,并自觉接受财政、价格、审计部门的监督检查。

3. In the event of any discrepancy between this Notice and any provisions previously promulgated, this Notice shall prevail.

       三、此前有关规定与本通知不一致的，以本通知规定为准。
