To rhe Ministry of Human Resources and Social Security, the General Administration of Quality Supervision, Inspection and Quarantine, and finance departments (bureaus), development and reform commissions, and price bureaus of all provinces, autonomous regions and municipalities directly under the Central Government, 

We hereby acknowledge the receipt of the Letter on the Declaration of the Fee-charging Standards for the Qualification Examination of Certified Metrology Engineers (Ren She Bu Han [2010] No. 4) of the Ministry of Human Resources and Social Security and the Letter on Requesting for Verification and Determination of the Fee-charging Standards for Assessment Items relating to Certified Metrology Engineers (Guo Zhi Jian Cai Han [2009] No. 755) of the General Administration of Quality Supervision, Inspection and Quarantine. Upon research, relevant issues are hereby notified as follows:

    人力资源社会保障部、国家质量监督检验检疫总局,各省、自治区、直辖市财政厅(局)、发展改革委、物价局:

    人力资源社会保障部《关于申报注册计量师资格考试收费标准的函》(人社部函[2010]4号)和质检总局《关于请核定注册计量师项目考核收费标准的函》(国质检财函[2009]755号)收悉。经研究,现将有关事项通知如下:

1. It is hereby approved that when departments of personnel and quality and technical supervision departments at or above the provincial level organize the qualification examination of level 1 and level 2 certified metrology engineers, the Personnel Examination Center of the Ministry of Human Resources and Social Security shall charge the administrative fee of the qualification examination of certified metrology engineers from departments of personnel of all provinces, autonomous regions and municipalities directly under the Central Government, while the latter shall charge the examination fee of the qualification examination of certified metrology engineers from candidate examinees.

       一、同意省级以上人事、质量技术监督部门在组织一、二级注册计量师资格考试时,由人力资源社会保障部所属人事考试中心向各省、自治区、直辖市人事部门收取注册计量师资格考务费,由各省、自治区、直辖市人事部门向考生收取注册计量师资格考试费。

2. It is hereby approved that when quality and technical supervision departments at or above the provincial level organize assessment of specialized metrology items for level 1 and level 2 certified metrology engineers, quality and technical supervision departments of all provinces, autonomous regions and municipalities directly under the Central Government shall charge assessment fees for specialized metrology items from candidate examinees.

       二、同意省级以上质量技术监督部门在组织一、二级注册计量师计量专业项目考核时,由各省、自治区、直辖市质量技术监督部门向考生收取计量专业项目考核费。

3. The fee-charging standards for the aforesaid administrative fee, examination fee and assessment fees shall be formulated separately by the National Development and Reform Commission and the Ministry of Finance.

       三、上述考务、考试和考核费的收费标准由国家发展改革委、财政部另行制定。

4. Fee-charging entities shall obtain fee-charging permits from designated competent price departments, and use fiscal bills uniformly printed and produced by the Ministry of Finance and finance departments at the provincial level, respectively, according to financial affiliation.

       四、收费单位应到指定的价格主管部门办理收费许可证,并按财务隶属关系分别使用财政部和省级财政部门统一印制的财政票据。

5. All administrative fees for the qualification examination of certified metrology engineers charged by the Personnel Examination Center of the Ministry of Human Resources and Social Security shall be handed over to the State Treasury in full for central fiscal budgetary management. The specific measures for handing over the fees to the State Treasury shall be subject to relevant provisions of the Notice of the Ministry of Finance on Confirming Relevant Issues concerning the Pilot Reform of the Management System of the Ministry of Personnel for Handing over Revenues to the State Treasury (Cai Ku [2003] No. 121). All examination fees for the qualification examination of certified metrology engineers charged by departments of personnel of all provinces, autonomous regions and municipalities directly under the Central Government, as well as all assessment fees for specialized metrology items charged by quality and technical supervision departments of all provinces, autonomous regions and municipalities directly under the Central Government, shall be handed over to their respective provincial treasury in full for provincial fiscal budgetary management. The specific measures for handing over the fees to provincial treasuries shall be subject to the provisions of finance departments at the provincial level.

       五、人力资源社会保障部所属人事考试中心收取的注册计量师资格考务费应全额上缴中央国库,纳入中央财政预算管理。具体缴库办法按照《财政部关于确认人事部收入收缴管理制度改革试点有关事宜的通知》(财库[2003]121号)有关规定执行。各省、自治区、直辖市人事、质量技术监督部门分别收取的注册计量师资格考试费和计量专业项目考核费,应全额上缴省级国库,纳入省级财政预算管理,具体缴库办法按照省级财政部门的规定执行。

6. The aforesaid administrative fee, examination fee and assessment fees shall be listed, respectively, under Sub-item 04 "examination and administrative fees" of Item 50 "revenue from administrative and institutional human resources and social security fees", and Sub-item 08 "examination and administrative fees" of Item 16 "revenue from administrative and institutional quality supervision, inspection and quarantine fees" of Paragraph 04 of Category 103 among all classified government revenue and expenditure subjects. Expenditure shall be verified and determined by finance departments at the corresponding level according to the needs for duty performance.

       六、上述考务、考试和考核费收入在政府收支分类科目中分别列第103类04款50项“人力资源和社会保障行政事业性收费收入”04目“考试考务费”和第103类04款16项“质量监督检验检疫行政事业性收费收入”08目“考试考务费”。支出由同级财政部门按照其履行职能的需要核定。

7. Fee-charging entities shall strictly implement the approved chargeable items and fee-charging standards, and shall not add chargeable items or raise fee-charging standards without approval. The said entities shall conscientiously accept the supervision and inspection of finance departments, price departments and audit departments.

       七、收费单位应严格按照批准的收费项目和标准执行，不得自行增设收费项目和提高收费标准，并自觉接受财政、价格、审计部门的监督检查。
