Relevant departments of the Central Committee of the Communist Party of China, all the ministries and commissions under the State Council and all the institutions directly under the State Council, General Office of the Standing Committee of the National People's Congress, the Office of Chinese People's Political Consultative Conference, the Supreme People's Court, the Supreme People's Procuratorate, the relevant people's orgnizations, the departments (bureaus) of finance and the departments (bureaus) of environmental protection of all the provinces, autonomous regions, municipalities directly under the Central Government, and the cities specifically designated in the state plan, and the Bureau of Finance and the Bureau of Environmental Protection of the Xinjiang Production and Construction Corps: 

In order to expand the scope of government procurement of environmental labelling products and ensure effectiveness and correctness of the environmental label certification products, we adjust the government procurement list of environmental labelling products that was already promulgated in accordance with Opinions of Ministry of Finance and the former State Environmental Protection Administration on Implementation of Government Procurement of Environmental labelling Products (Cai Ku [2006] No. 90). The adjusted government procurement list of environmental labelling products is printed and distributed to you for due compliance and execution.

    党中央有关部门,国务院各部委、各直属机构,全国人大常委会办公厅,全国政协办公厅,高法院,高检院,有关人民团体,各省、自治区、直辖市、计划单列市财政厅(局)、环保局(厅),新疆生产建设兵团财务局、环保局:

    为了扩大环境标志产品政府采购范围,确保环境标志认证产品的有效性和准确性,根据财政部、原环保总局印发的《环境标志产品政府采购实施的意见》(财库[2006]90号)的规定,我们对已发布的“环境标志产品政府采购清单”进行了调整,现将调整后的“环境标志产品政府采购清单”印发给你们,请遵照执行。

1. Where the products procured by a procurement agent fall within the scope of government compulsory procurement of energy-conserving products, the products shall be procured within the scope of the compulsory procurement of energy-conserving products specified in Government Procurement List of Energy-conserving Products in accordance with the provisions of Notice of the General Office of State Council on Establishing the Compulsory Procurement System for Energy-conserving Products (Guo Fa Ban [2007] No. 51) and Notice of Ministry of Finance and National Development and Reform Commission on Adjustment of Government Procurement List of Energy-conserving Products (Cai Ku [2007] No. 98). Where products are simultaneously listed in the Government Procurement List of Environmental labelling Products, the products that are granted with single energy-conserving certification shall be given priority for procurement. 

       一、采购人购买的产品属于政府强制采购节能产品范围的,应当按照《国务院办公厅关于建立政府强制采购节能产品制度的通知》(国办发[2007]51号)和《财政部发展改革委关于调整节能产品政府采购清单的通知》(财库[2007]98号)规定,在“节能产品政府采购清单”的强制采购节能产品范围内购买。对于其中同时列入“环境标志产品政府采购清单”的产品,应当优先于只获得单项节能认证的产品。

2. Where a procurement agent procures a light car, the provisions of the Office of Central Committee of the Communist Party of China and General Office of State Council on Standards for Equipping and Use of the Automobiles in the Party and Government Organs shall apply.

       二、采购人购买轻型汽车产品时,应当按照中共中央办公厅、国务院办公厅关于党政机关汽车配备使用标准的有关规定执行。

3. Government Procurement List of Environmental labelling Products is released at the Websites of the Chinese Government Procurement (http://www.ccgp.gov.cn/), Ministry of Environmental Protection of the People's Republic of China (http://www.sepa.gov.cn/), and China Green Procurement (http://www.cgpn.cn/). Government Procurement List of Environmental labelling Products shall not be reproduced or transmitted without due permission of the Ministry of Finance and the Ministry of Environmental Protection of the People's Republic of China in order to ensure accuracy of the information. The Government Procurement List of Environmental labelling Products released in 2007 shall be simultaneously annulled.

       三、“环境标志产品政府采购清单”在中国政府采购网（http://www.ccgp.gov.cn/）、国家环境保护部网（http://www.sepa.gov.cn/）、中国绿色采购网（http://www.cgpn.cn/）公布。为确保上述信息的准确性，未经财政部、环境保护部允许，不得转载。2007年发布的“环境标志产品政府采购清单”同时废止。
