To financial departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and specially designated cities in the state plan, as well as the Maritime Safety Administration under the Ministry of Transport:

    各省、自治区、直辖市、计划单列市财政厅(局),交通运输部海事局:

With a view to promoting the development of ro-ro transport, ro-ro transport shall be exempted from port construction fees in accordance with the relevant provisions of the Administrative Measures for Collection and Use of Port Construction Fees (Cai Zong [2011] No. 29). All maritime administrations and entrusted collectors shall, in accordance with the official document (Cai Zong [2011] No. 29 ) and this Notice, do a good job in the collection and administration of port construction fees to ensure the collection of port construction fees receivable.

    为促进客滚运输发展,根据《港口建设费征收使用管理办法》(财综[2011]29号)的有关规定,对客滚运输暂免征收港口建设费。各海事管理机构、委托代收人等应按照财综[2011]29号文件和本通知的规定,做好港口建设费征收管理工作,确保港口建设费应收尽收。
