The Departments (Bureaus) of Finance and the Departments (Bureaus) of Human Resources and Social Security (Human Resources, Labor and Social Security) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the State plan, the financial supervisor's offices of the Ministry of Finance in all provinces, autonomous regions, municipalities directly under the Central Government and specifically designated cities in the State Plan, Shanghai Head Office, all branches and business management departments of the People's Bank of China, central branches of the People's Bank of China in provincial capital cities (capital cities of autonomous regions), and central branches of the People's Bank of China in Dalian, Qingdao, Ningbo, Xiamen and Shenzhen; and all state-owned commercial banks, joint stock commercial banks and Postal Savings Bank of China:

Repercussions arising out of the global financial crisis have triggered an unfavorable employment situation in China accompanied by a persistent increase in unemployment pressures. In order to promote entrepreneurship, employment and relieve pressures of unemployment, in accordance with the Notice of the People's Bank of China, the Ministry of Finance and the Ministry of Human Resources and Social Security on Further Improving the Management of Small-sum Secured Loans to Actively Promote Entrepreneurship and Employment (Yin Fa [2008] No. 238), we hereby notify issues concerning the interest subsidy proportion of small-sum secured loans for meager-profit projects granted to the laid-off and unemployed persons as follows:

    各省、自治区、直辖市、计划单列市财政厅(局)、人力资源社会保障(人事、劳动保障)厅(局),财政部驻各省、自治区、直辖市、计划单列市财政监察专员办事处,中国人民银行上海总部、各分行、营业管理部、省会(首府)城市中心支行、大连、青岛、宁波、厦门、深圳中心支行,各国有商业银行、股份制商业银行、中国邮政储蓄银行:

    受国际金融危机影响,当前我国就业形势十分严峻,就业压力明显增加。为积极做好推动创业促就业工作,缓解当前就业压力,根据《中国人民银行财政部人力资源和社会保障部关于进一步改进小额担保贷款管理积极推动创业促就业的通知》(银发[2008]238号),现就下岗失业人员小额担保贷款(以下简称小额担保贷款)微利项目贴息比例有关事项通知如下:

1. With effect from January 1, 2009, the interest subsidy for small-sum secured loans for meager-profit projects recently granted by the relevant financial institutions to qualified individual borrowers will be provided by the Central Finance in full amount (excluding seven eastern provinces and municipalities), and no interest subsidy will be provided during the extended term of such loans. With respect to a loan granted prior to the date of issuance of this Notice that has not been paid off, the portion on which interest has been settled shall not be subject to retroactive adjustment.

       一、从2009年1月1日起,小额担保贷款经办金融机构对符合小额担保贷款借款人条件的个人新发放的微利项目小额担保贷款,由中央财政据实全额贴息(不含东部七省市),展期不贴息。本通知发布之日以前已经发放、尚未还清的贷款,已结息部分不做追溯调整。

2. The finance departments at all levels shall earnestly implement the policies and provisions on small-sum secured loans, examine and allocate the interest subsidy funds in strict accordance with theNotice of the Ministry of Finance, the People's Bank of China and the Ministry of Human Resources and Social Security on Printing and Circulating the Administrative Measures on the Financial Interest Subsidy Fund for Small-sum Secured Loans (Cai Jin [2008] No. 100), and ensure that the interest subsidy funds are timely allocated and used for intended purposes and the policies on small-sum secured loans are practically implemented.

       二、各级财政部门要认真执行小额担保贷款相关政策规定，严格按照《财政部中国人民银行人力资源社会保障部关于印发〈小额担保贷款财政贴息资金管理办法〉的通知》（财金[2008]100号）审核拨付贴息资金，保证贴息资金的及时到位和专款专用，确保小额担保贷款政策落到实处。
