Finance departments (bureaus) of all the provinces, autonomous regions and municipalities directly under the Central Government, cities specially designated in the State plan, Shanghai Head Office, all branches, business management departments, all central sub-branches of the provincial capital cities, Dalian, Qingdao, Ningbo, Xiamen and Shenzhen central branches of the People's Bank of China (PBC):

For the purpose of further promoting the construction of horizontal networking (hereinafter referred to as "Horizontal Networking") among finance departments, taxation authorities, the Treasury and banks for electronic payment of tax revenues into the Treasury, the Timetable for Interface Software Pilot Programs for the Horizontal Networking Between the Finance Departments and the Treasury in People's Bank of China (See Appendix) has been formulated by the Ministry of Finance and the PBC in accordance with the Notice of the Ministry of Finance and People's Bank of China on Issues Regarding the Launch Procedures of Interface Software for Horizontal Networking Between Finance Departments and the State Treasury in People's Bank of China (Cai Ku [2008] No. 100). This Notice is hereby issued with respect to the following issues: 

    各省、自治区、直辖市、计划单列市财政厅(局),中国人民银行上海总部、各分行、营业管理部、省会(首府)城市中心支行,大连、青岛、宁波、厦门、深圳市中心支行:

    为进一步推进财税库银税收收入电子缴库横向联网(以下简称横向联网)工作,根据《财政部中国人民银行关于财政部门与人民银行国库横向联网接口软件上线工作流程有关问题的通知》(财库[2008]100号)有关规定,财政部、中国人民银行制定了《2009年财政部门与人民银行国库横向联网接口软件上线试点时间安排表》(见附件)。现就有关事项通知如下:

1. Interface software pilot programs for the horizontal networking between the Finance Departments and the Treasury in the PBC will be conducted in three batches. The first batch is due to be operated between April 4 and May 26; the second batch between May 30 and July 20; the third batch between October 10 and November 30.

       一、2009年财政部门与人民银行国库横向联网接口软件上线试点工作分三批进行。第一批试点时间安排在4月4日-5月26日;第二批试点时间安排在5月30日-7月20日;第三批试点时间安排在10月10日-11月30日。

2. In the case of provinces which have been approved by the Ministry of Finance, State Administration of Taxation and the PBC to carry out horizontal networking pilot programs, relevant provincial finance departments shall, in consultation with local PBC branches, decide on the launch batches and report the decisions to the Ministry of Finance and the PBC not later than ten working days before joint debugging and test operations.

       二、经财政部、国家税务总局、中国人民银行批准同意开展横向联网试点的省份,由试点省份财政部门和所在地人民银行分支机构协商确定上线批次,并不晚于该批次联调测试工作启动前10个工作日上报财政部和中国人民银行。

3. Local finance departments and PBC branches shall strengthen internal leadership, organization and coordination efforts, and clarify their own duties and responsibilities so as to ensure the smooth progress of the pilot programs.
