To the finance departments (bureaus) and departments (bureaus) of housing and urban-rural development of all the provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, and the finance bureau and construction bureau of the Xinjiang Production and Construction Corps:

To smoothly fulfill the task of the construction of public rental housing in 2011 and ensure the project financing is not influenced by the lack of fund in all the regions, the relevant issues are hereby notified as follows:

    各省、自治区、直辖市、计划单列市财政厅(局)、住房城乡建设厅(局),新疆生产建设兵团财务局、建设局:

    为顺利完成2011年公共租赁住房建设任务,确保各地不因项目资本金不到位而影响公共租赁住房建设融资,现就有关事项通知如下:

1. Efforts shall be made to break down the task of public rental housing construction into specific projects as soon as possible, working out their respective investment models and required capital. The task of public rental housing construction in 2011 is arduous and tight in schedule. To cope with this, all regions shall take an active approach to deal with all matters concerned according to the accountability agreement on the objectives of government-subsidized housing projects, and determine the specific projects and plots at an earliest possible date. At the same time, with regard to different rental housing construction projects, the specific investment models and investment subjects shall be determined as soon as possible. According to the Notice of the State Council on Adjusting the Percentage of Capital in Fixed Asset Investment Projects (Guo Fa [2009] No. 27), which provides that "the minimum capital ratio for low-rent housing and common commercial residential housing projects is 20%", all regions may calculate the required capital for public rental housing projects based on the rate of 20%.

       一、尽快将公共租赁住房建设任务分解落实到具体项目,确定投资模式并测算项目资本金需求。2011年公共租赁住房建设任务重、时间紧,各地要按照签订的保障性安居工程目标责任书,积极开展各项工作,尽快将公共租赁住房建设任务分解落实到具体项目和地块。同时,对于不同的公共租赁住房项目,要尽快确定具体的投资模式和投资主体。按照《国务院关于调整固定资产投资项目资本金比例的通知》(国发〔2009〕27号)的规定,“保障性住房和普通商品住房项目的最低资本金比例为20%”。为此,各地可按照20%比例,测算公共租赁住房项目资本金需求。

2. The investment subjects of the public rental housing projects are of two types, enterprises and governments, from which the capital of projects is raised. According to current policies, the investment in public rental housing may be carried out in multiple ways, including direct investment of governments, establishing special investment companies or using the state-owned real estate companies, which have already existed, by governments to make investment, investment of governments through repurchasing public rental housing projects built during the real estate development or withdrawing such projects without compensation, and investment of enterprises under the preferential policies of governments, etc. Enterprises which invest in public rental housing projects during real estate development or directly invest in public rental housing projects shall take care of the capital fund on their own according to the current national regulations, and may be supported by governments through subsidies, discount loans and other preferential policies. The public rental housing constructed with the direct investment of governments or of investment companies established by governments shall have their fund capital taken care of by governments, through subsidies of the central government, subsidies of the provincial governments, fund from the public budget of the people's governments at the city or county level, fund from the land transfer revenue, fund from housing provident fund value-added benefits and bond fund from the local governments.

       二、按照公共租赁住房投资主体,分别由企业和政府解决项目资本金。按照现行政策规定,公共租赁住房投资可以有多种模式,包括政府直接投资建设、政府组建专门投资公司或利用已有国有房地产开发企业投资建设、在房地产开发项目中配建公共租赁住房由政府回购或无偿收回、政府通过优惠政策引导企业投资建设等。其中,在房地产开发项目中配建以及由企业投资建设的公共租赁住房,其项目资本金由企业按照国家现行政策规定由相关企业自行解决,政府可以通过投资补助、贷款贴息等优惠政策予以支持。政府直接投资和政府组建投资公司建设的公共租赁住房,应当由政府注入项目资本金,其项目资本金资金来源可从中央补助资金、省级补助资金、市县政府公共预算安排的资金、土地出让收益安排的资金、住房公积金增值收益安排的资金,以及地方政府债券资金等渠道筹集。

3. The government financing shall be further strengthened to ensure the capital fund of public rental housing projects is in place in full amount without delay. All regions shall give priority to the construction of public rental housing and do their best to raise fund needed in the government-financed projects. According to the principle of " provincial governments taking the overall management and governments at the county level taking charge of the actual implementation" stipulated in the Some Opinions of the State Council on Solving the Housing Difficulties of Urban Low-Income Families (Guo Fa [2007] No.24), where people's governments at the county level have difficulty in raising fund, the municipal governments shall offer assistance (the provincial governments shall take the responsibility if the finance of the county has been under the administration of the provincial governments after reform) ; where the people's governments at the municipal level have difficulty in raising fund, the provincial governments shall offer assistance. The fund of public rental housing projects shall come primarily from the arranged fund of the governmental budget (including public budget and governmental fund budget). In particular, the bond fund of the local governments shall be firstly used in government-subsidized housing projects, such as public rental housing projects. In areas where there is still a fund gap for the public rental housing projects, when the annual excessive revenue is used according to prescribed procedures, the capital investment shall be increased accordingly. The financial departments at the city or county level shall, in conjunction with the departments (bureaus) of housing and urban-rural development, distribute the fund arranged by the governmental budget into specific projects according to the prescribed procedures. Under the premise that the capital of the public rental housing projects has been in place in full amount timely, the commercial banks shall strengthen the financial supporting in strict accordance with relevant policies of the State-Council by issuing loans to qualified public rental housing construction projects in a timely manner.

       三、加大政府筹资力度,确保公共租赁住房项目资本金及时足额到位。各地要把公共租赁住房建设摆在优先突出位置,尽最大努力筹集资金,解决好应由政府投资的公共租赁住房项目资本金问题。按照《国务院关于解决城市低收入家庭住房困难的若干意见》(国发〔2007〕24号)确定的“省级负总责,市县抓落实”原则,县级筹资存在困难的,市级要帮助解决(其中,已实施省管县财政管理方式改革地区,由省级帮助解决);市级筹资存在困难的,省级要帮助解决。各地解决公共租赁住房项目资本金的资金来源,首先要立足于政府预算(包括公共预算、政府性基金预算)安排资金,特别是地方政府债券资金要优先用于公共租赁住房等保障性安居工程。对于公共租赁住房项目资本金仍有缺口的地区,在按规定程序使用年度超收收入时,要相应增加资金投入。市县财政部门要会同住房城乡建设部门,按规定程序将政府预算安排用于公共租赁住房的资金,尽快分解落实到具体建设项目。在确保公共租赁住房项目资本金及时足额到位的前提下,各商业银行应严格按照国务院有关政策规定,加大金融支持力度,对符合条件的公共租赁住房建设项目及时发放贷款。

4. The construction fund shall be paid in accordance with the progress of the project and be used exclusively for its intended purposes. The financial departments at the city or county level and the departments (bureaus) of housing and urban-rural development shall urge the relevant departments to quick up the examination and approval procedures for the construction of public rental housing projects, determine the construction land, and do a good work in early preparation and organization of the project, so as to ensure the project get started on schedule. The financial departments at the city or county level shall pay the capital fund of government-financed public rental housing projects timely according to the progress of the projects. Meanwhile, they shall strengthen the supervision upon the use of such fund, check up the progress of the projects and monitor the expenditure of the arranged fund of public budget and governmental fund budget on a monthly basis in order to ensure the construction fund is used exclusively for the intended purposes. Any occupation and embezzlement of such fund for other purposes is strictly forbidden in order to make sure the target of public rental housing construction of this year can be smoothly fulfilled.

       四、按照工程进度支付建设资金,保障建设资金专款专用。市县财政部门、住房城乡建设部门要督促相关部门加快公共租赁住房项目审批,切实落实项目建设用地,做好项目前期准备和项目组织实施工作,确保按期开工建设。市县财政部门要根据项目工程进度及时支付由政府投资建设的公共租赁住房建设资金。同时,要加强对公共租赁住房建设资金使用情况的监督检查,按月检查项目工程进度,按月监控公共预算和政府性基金预算安排用于公共租赁住房的资金支出进度,保障建设资金专款专用,严禁挤占和挪作他用,确保顺利完成全年公共租赁住房建设目标任务。
