   福建省财政厅、山东省财政厅：

In order to actively and properly boost employment through entrepreneurship, bring into further play the active role of small secured loans extended to laid-off workers (hereinafter referred to as "small secured loans") in supporting employment, after discussion, a notice in respect of relevant policies and matters upon your applications is hereby issued as below:

    为积极做好创业促就业工作,进一步发挥下岗失业人员小额担保贷款(以下简称小额担保贷款)支持就业的积极作用,根据你们申请,经研究,现就有关政策事项通知如下:

From July 1, 2010, the Notice of the People's Bank of China, the Ministry of Finance, the Ministry of Human Resources and Social Security on Further Improving the Management over Small Amount Secured Loan to Actively Promote Entrepreneurship and Employment (Yin Fa [2008] No. 238), theMeasures for the Administration of Small Secured Loan Interest Subsidies (Cai Jin [2008] No. 100), and the policies under relevant documents with respect to small secured loan interest subsidies of the provinces (autonomous regions and municipalities directly under the Central Government) other than the seven eastern coastal provinces and municipalities shall apply to new small secured loans granted by Fujian Province (excluding Xiamen City) and Shandong Province as reference. The part of the interest subsidies which is covered under the central financial fund shall be included in the central financial budget.

    自2010年7月1日起,福建省(不含厦门市)、山东省(不含青岛市)新发放的小额担保贷款比照执行《中国人民银行财政部人力资源和社会保障部关于进一步改进小额担保贷款管理积极推动创业促就业的通知》(银发[2008]238号)、《小额担保贷款财政贴息资金管理办法》(财金[2008]100号)等相关文件中对东部沿海七省市以外其他省(区、市)的小额担保贷款贴息政策,贴息资金中由中央财政承担的部分,列入中央财政预算。

You are requested to diligently implement the Measures for the Administration of Small Secured Loan Interest Subsidies and relevant regulations and provisions, timely handle the formalities for the application, examination and verification, appropriation etc. of interest subsidies, and effectively strengthen supervision and administration to ensure that interest subsidies are used for the specified purpose and operated in a regulatory manner and that the policies for small secured loans achieve more practical effect on supporting employment.

    请你们认真执行《小额担保贷款财政贴息资金管理办法》及相关制度规定,及时办理贴息资金申请、审核、拨付等手续,切实加强监督管理,确保贴息资金专项使用和规范运行,确保小额担保贷款政策在支持就业方面发挥更大实效。
