Bureaus (commissions, departments or offices) of industry and information technology (economy and information technology, economy and trade, economy, small and medium-sized enterprises), development and reform, science and technology, finance, human resources and social security (personnel, or labor security), environmental protection, and quality and technical supervision of all provinces, autonomous regions, municipalities directly under the Central Government, cities separately designated in the State plan, and the Xinjiang Production and Construction Corps, and all relevant industry associations,   

With a view to implementing the Several Opinions of the State Council on Further Promoting the Development of Small and Medium-sized Enterprises (Guo Fa [2009] No. 36) and the national planning on adjustment and revitalization of key industries, as well as promoting small and medium-sized enterprises (SMEs) to undergo structural adjustment and change the development mode, the following guiding opinions on promoting the construction of public service platforms for SMEs (hereinafter referred to as the Service Platform) are hereby put forward as follows. 

    各省、自治区、直辖市、计划单列市及新疆生产建设兵团工业和信息化(经济和信息化、经贸、经济、中小企业)、发展改革、科技、财政、人力资源社会保障(人事、劳动保障)、环境保护、质量技术监督局(委、厅、办),有关行业协会:

    为贯彻落实《国务院关于进一步促进中小企业发展的若干意见》(国发[2009]36号)和国家重点产业调整振兴规划,推动中小企业调整结构,转变发展方式,现就促进中小企业公共服务平台(以下简称“服务平台”)建设,提出以下指导意见。

1. Unify thinking, specify objectives, and actively promote the construction of Service Platforms  

(1) The meaning and role of Service Platforms. Service Platforms shall generally refer to legal person entities that provide SMEs within their respective region or industry, pursuant to the principle of openness and resource sharing, with information inquiry, technological innovation, quality inspection, regulations and standards, management consulting, counselling for starting business, market development, staff training, equipment sharing and other services. Service Platforms play an important supporting role in addressing the common needs of SMEs, smoothing access to information, improving operation and management, enhancing the quality of development, strengthening market competitiveness, and realizing innovative development, etc. Accelerating the construction of Service Platforms is an important means to implement the policies of the State Council on promoting the development of SMEs and the national planning on adjustment and revitalization of key industries, and is of practical significance in improving the development environment for SMEs, promoting the optimal allocation of social resources and the specialized labor division and cooperation, pushing forward the transfer and application of common key technologies, and gradually forming a social, market-oriented, and professional public service system and a long-term mechanism.

(2) Guiding thoughts. In the construction of Service Platforms, the Scientific Outlook on Development shall be thoroughly implemented. Through making overall planning, gathering resources, creating the environment, and enhancing services, establish and improve a supporting system and a favorable external environment that meet the development needs of SMEs in accordance with the overall requirements on promoting changes in the development mode of SMEs and accelerating structural adjustment, to strengthen the innovation capability and core competitiveness of SMEs so as to ultimately achieve sound and rapid development. 

(3) Construction principles. Service Platforms shall be constructed pursuant to the principles of "government guidance, market-oriented operation, industry orientation, service for enterprises, resource sharing, and focus on practical results". Uphold the combination of government guidance with extensive social participation, the combination of non-profit services with market-oriented services, the combination of promoting industrial upgrading with serving the development of SMEs, and the combination of opening up and sharing of social service resources with overall planning and focused promotion. 

(4) Construction objectives. Give full play to the role of existing Service Platforms, and establish, enrich and improve a number of Service Platforms in regions and industries where SMEs cluster by three (3) years to meet the development needs of SMEs; focus on nurturing a number of demonstration platforms with standard operation, strong supporting ability, outstanding performance, good reputation and high credibility. Improve policies and measures, and cultivate service brands, so that the Service Platforms have a more rational layout, more prominent features, and more practical functions, and enjoy steady improvement in service quality and enterprise satisfaction, and that the role of the Service Platforms in supporting the sustainable and healthy development of SMEs be significantly enhanced. 

       一、统一思想,明确目标,积极推动服务平台建设

   (一)服务平台的含义和作用。服务平台一般是指按照开放性和资源共享性原则,为区域和行业中小企业提供信息查询、技术创新、质量检测、法规标准、管理咨询、创业辅导、市场开拓、人员培训、设备共享等服务的法人实体。服务平台在解决中小企业共性需求,畅通信息渠道,改善经营管理,提高发展质量,增强市场竞争力,实现创新发展等方面发挥着重要支撑作用。加快服务平台建设,是落实国务院促进中小企业发展政策和国家重点产业调整振兴规划的重要举措,对改善中小企业发展环境,促进社会资源优化配置和专业化分工协作,推动共性关键技术的转移与应用,逐步形成社会化、市场化、专业化的公共服务体系和长效机制具有重要现实意义。

    (二)指导思想。服务平台建设要深入贯彻落实科学发展观,按照促进中小企业转变发展方式,加快结构调整的总体要求,通过统筹规划、集聚资源、营造环境、加强服务,建立和完善满足中小企业发展需求的支撑体系和良好的外部环境,促进中小企业提升创新能力和核心竞争力,实现又好又快发展。

    (三)建设原则。服务平台建设要按照“政府引导、市场化运作,面向产业、服务企业,资源共享、注重实效”的原则,坚持政府引导与社会广泛参与相结合,坚持非营利服务与市场化服务相结合,坚持促进产业升级与服务中小企业发展相结合,坚持社会服务资源开放共享与统筹规划、重点推动相结合。

    (四)建设目标。充分发挥现有服务平台的作用,用三年时间,在中小企业集聚的区域和行业建立、充实和完善一批服务平台,满足中小企业发展需求;重点培育一批运作规范、支撑力强、业绩突出、信誉良好、公信度高的示范平台。完善政策措施,培育服务品牌,使服务平台的布局更加合理,特色更加突出,功能趋于完善,服务质量及企业满意度稳步提升,对中小企业持续健康发展的支撑作用明显增强。

2. Basic conditions and development requirements of Service Platforms 

(5) Basic conditions. A Service Platform shall generally have an independent legal person status; have an independent workplace, as well as conditions and facilities suitable to the services provided; not less than 50% of the professional service persons shall have a college degree or higher; have strong capabilities for professional services and organization of social resources; have a sound management system, standard operational behaviour, reasonable fee-charging, and transparency in the following five (5) aspects: service contents, processes, standards, fee-charging and time; and the revenue from services shall account for no less than 50% of the total operating revenue. 

(6) Strengthen capacity building. Service Platforms shall enhance professional training and talent nurturing to improve the quality and level of service personnel. Continuously increase the proportion of professional service personnel, and establish incentive mechanism to optimize personnel structure and enhance service capacity. Timely upgrade apparatus, equipment and facilities, and actively use modern information technologies to reduce costs, improve efficiency, and expand service coverage and the aspects to receive benefit. Make efforts to obtain corresponding professional qualification certification so as to enhance service reliability and authority. 

(7) Make innovation to the development mode. Service Platforms shall actively explore construction modes and development modes, gather quality resources and improve service levels by establishing strategic cooperative partnership relations with universities, research institutes, industry associations, and professional service organizations and enterprises. Professional organizations shall strengthen cooperation between and among each other to establish mechanisms for coordinated services. Meet the development needs of SMEs by opening laboratories, sharing and leasing specialized equipment, and other means to avoid unnecessary redundant construction. 

(8) Nurture service brands. Service Platforms shall enhance the awareness of services, markets and brands, establish service quality standards, improve the quality assurance system, and set goals and strategic planning for brand development to build favourable brand image. Improve the credit system, focus on integrity operation, establish a good reputation, and constantly improve the credit rating. Cultivate enterprise culture, and improve social credibility and influence to achieve sustainable development. 

       二、服务平台的基本条件和发展要求

    (五)基本条件。服务平台一般应具有独立的法人资格;拥有独立的工作场所及与所提供服务相适应的条件和设施;大专及以上学历专业服务人员的比例不低于50%;具有较强的专业服务和组织社会资源能力;管理制度健全,经营行为规范,收费合理,服务内容、流程、标准、收费和时间能做到“五公开”;服务收入占营业额的比例不低于50%。

    (六)加强能力建设。服务平台要加强业务培训和人才培养,提高服务人员的素质和水平。要不断增加专业服务人员的比例,建立激励机制,优化人才结构,增强服务能力。要适时更新仪器设备和设施,积极运用现代信息技术,降低成本,提高效率,扩大服务的覆盖面和受益面。要努力取得相应的专业资质认证,增强服务的可靠性和权威性。

    (七)创新发展模式。服务平台要积极探索建设方式和发展模式,通过与大学、科研院所、行业协会、专业性服务机构、企业等建立战略合作伙伴关系,集聚优质资源,提升服务水平。专业机构间要加强合作,建立协同服务机制。要通过开放实验室、专业化设备共享与租用等多种形式,满足中小企业发展需求,避免不必要的重复建设。

    (八)培育服务品牌。服务平台要增强服务、市场和品牌意识,建立服务质量标准,完善质量保障制度,制定品牌发展目标和战略规划,树立品牌形象。健全信用制度,注重诚信经营,树立良好信誉,不断提高信用等级。培育企业文化,提高公信力和社会影响力,实现可持续发展。

3. Main functions of Service Platforms 

(9) Targeted at the development needs of SMEs at present and for a certain period in the future, Service Platforms are encouraged to equip themselves with multiple service functions:  

a. Information inquiry: strengthen the development of network functions, smooth access to information, and provide enterprises with various types of information services, such as those for laws and regulations, policies, technologies, products, standards, human resources, markets, etc. 

b. Technological innovation: provide such services as industrial design, technical consulting, strategic implementation of intellectual property rights, energy conservation and consumption reduction, application of technologies for clean production and for pollution prevention and control, etc., to help enterprises develop new products, new technologies, and new processes, and enhance innovation capability to create technologies and products with proprietary intellectual property rights. Promote cooperation among production, education and research, and push forward the conversion of technological achievements, promotion of applied technologies and sharing of innovative resources.  

c. Quality management: provide quality inspection and testing, as well as performance testing of raw materials, and promote advanced quality management measures and product standards. Guide enterprises to establish a quality management system and train quality management personnel, and provide sharing services of large-scale processing instruments and equipment. Help enterprises to apply for relevant system and product certification, and to participate in quality awards. 

d. Management consulting: provide consulting and diagnosis for development strategies, financial management, human resources, marketing, etc., to help enterprises learn and master modern enterprise management knowledge and skills, and improve scientific decision-making and operational management capabilities. Guide enterprises to strengthen on-site management, and to improve the level of clean production. 

e. Counselling for starting business: provide personnel wishing to start business with such services as information on starting business, preparation of business plans, training of starting business, agency services relating to governmental affairs such as industrial and commercial registration, and application for relevant administrative licensing; provide SMEs within three years (3) or less of business practice with management consulting, project diagnosis, marketing, financial management, financing, tax reporting, legal assistance, and other counselling services, as well as the venues for starting business. 

f. Market development: organize all kinds of exhibitions and fairs, trade negotiations, product promotions, and domestic and international economic and technological exchanges and cooperative activities. Help enterprises establish a marketing network, and apply e-commerce to increase market share.  

g. Personnel training: provide enterprise operators, professional and technical personnel and staff members with a variety of training to improve the overall quality of enterprise personnel. 

       三、服务平台的主要功能

    (九)针对当前和今后一个时期中小企业发展需要,鼓励服务平台具备多种服务功能:

    1.信息查询:加强网络功能开发,畅通信息渠道,为企业提供法律法规、政策、技术、产品、标准、人才、市场等各类信息服务。

    2.技术创新:开展工业设计、技术咨询、知识产权战略实施、节能降耗、清洁生产和污染防治技术应用等服务,帮助企业研发新产品、新技术、新工艺,增强创新能力,形成具有自主知识产权的技术和产品。推动产学研联合,促进技术成果转化、适用技术推广和创新资源共享。

    3.质量管理:提供质量检验检测,原材料性能测试,推广先进质量管理方法和产品标准。指导企业建立质量管理体系,培养质量管理人员,提供大型加工仪器设备共享服务。帮助企业申请相关体系和产品认证,参与质量评奖活动。

    4.管理咨询:提供发展战略、财务管理、人力资源、市场营销等咨询诊断,帮助企业学习、掌握现代企业管理知识和技能,提高科学决策和经营管理能力。指导企业加强现场管理,提高清洁生产水平。

    5.创业辅导:为拟创业人员提供创业信息、商务计划书编制、创业培训,以及工商登记等政务代理和相关行政许可申报服务;为创办三年内的小企业提供管理咨询、项目诊断、市场营销、财务管理、筹资融资、财税申报、法律援助等辅导服务和创业场地。

    6.市场开拓:组织开展各类展览展销、贸易洽谈、产品推介、国内外经济技术交流与合作活动。帮助企业建立营销网络,应用电子商务,提高产品的市场占有率。

    7.人员培训:为企业经营者、专业技术人员和员工提供各类培训,提高企业人员的整体素质。

4. Measures to safeguard the construction of Service Platforms 

(10) Prepare the construction planning. Competent departments of SMEs of all regions shall, according to the development characteristics and actual needs of SMEs within their respective regions, as well as the overall requirements in adjusting the structure, raising the development level, and transforming the development mode, study and prepare the construction planning for Services Platforms that is compatible with regional industries and the development planning of SMEs in conjunction with relevant departments, rationalize the layout, highlight key points, specify objective and tasks, and improve relevant policies and measures. Relevant industry associations shall, according to the industry development planning, promote the construction of Service Platforms in regions where SMEs cluster, and gather resources to provide strong supporting services for the transformation and upgrading of SMEs in their respective industry. 

(11) Intensify policy support. Play the guiding role of public fiscal funds to promote the construction of Service Platforms. Special funds for promoting the development of SMEs at all levels and the special investment within Central budget for technical transformation shall increase support for the construction and operation of Service Platforms, and attract and bring along social investment to accelerate the promotion of the construction of Service Platforms. Study and formulate the evaluation criteria for model Service Platforms, apply such supporting measures as service subsidies, awards and commendations to model Service Platforms with good reputation, excellent services and remarkable effect, and guide Service Platforms to conduct regulated operations, constantly enhance service functions, improve service quality, and realize sustainable and healthy development. 

(12) Improve work mechanisms. All regions shall make full use of the basis of the existing work of relevant departments, and actively display their respective advantages in resources to enhance communication, coordination and cooperation, and to establish joint work mechanisms. Clarify the division of labor, strengthen cooperation and improve management to create concerted efforts to jointly promote the construction and development of Service Platforms. 

(13) Enhance guidance and publicity. Competent departments of SMEs and relevant departments of all regions shall intensify guidance and services, promptly investigate and acquaint themselves with the operational conditions of Service Platforms, identify and resolve problems in coordination, summarize the lessons learned, promote effective practices, and nurture model platforms and service brands. Display the role of Internet, newspapers and other media, and enhance the publicity of excellent model Service Platforms to help SMEs make better use of the Service Platforms to achieve sound and rapid development.

       四、服务平台建设的保障措施

    (十)编制建设规划。各地中小企业主管部门要根据本地区中小企业发展特点和实际需求,以及调结构、上水平、转变发展方式的总体要求,会同有关部门研究制定与区域产业及中小企业发展规划相衔接的服务平台建设规划,要合理布局,突出重点,明确目标和任务,完善相关政策措施。各有关行业协会要根据行业发展规划,在中小企业聚集区推动建立服务平台,集聚资源,为行业中小企业转型升级提供强有力的支撑服务。

    (十一)加大政策扶持。发挥公共财政资金的引导作用,促进服务平台建设。各级促进中小企业发展专项资金和中央预算内技术改造专项投资要加大对服务平台建设和运营的支持,吸引和带动社会投资,加快推动服务平台建设。要研究制定示范服务平台评价标准,对信誉好、服务优、效果显著的示范服务平台,实行服务补助和奖励表彰等扶持措施,引导服务平台规范运营,不断增强服务功能,提高服务质量,实现可持续健康发展。

    (十二)完善工作机制。各地要充分利用有关部门的现有工作基础,积极发挥各自资源优势,加强沟通、协调与合作,建立联合工作机制。要明确分工,加强配合,完善管理,形成合力,共同推动服务平台的建设和发展。

    (十三)加强指导和宣传。各地中小企业主管部门及有关部门要加大指导和服务力度,及时调查了解服务平台建设运营情况,发现和协调解决出现的问题,总结经验,推广有效做法,培育示范和服务品牌。要发挥网络、报刊等媒体的作用,加大对优秀示范服务平台的宣传,帮助中小企业更好地利用服务平台实现又好又快发展。
