Ministry of Public Security, development and reform commissions, price bureaus and departments (bureaus) of finance in all the provinces, autonomous regions and municipalities directly under the Central Government:

The Letter on the Items and Standards of Cost Charge on Plate, Pass and Driving Permit of Motor Vehicle of Temporary Entry (Gong Zhuang Cai [2006] No. 928) and the Letter on Print of Number Plate and Pass of Motor Vehicle of Temporary Entry and Temporary Driving Permit of Motor Vehicle (Gong Zhuang Cai [2007] No. 260) issued by the Ministry of Public Security have been received. In accordance with the Notice of the Ministry of Finance and the National Development and Reform Commission on the Approval of Collecting Cost Charge on 'Number Plate and Pass of Motor Vehicles of Temporary Entry' and 'Temporary Driving Permit of Motor Vehicles' and Relevant Issues" (Cai Zong [2008] No. 36), after research, the standards of cost charge on Number Plate and Pass of Motor Vehicle of Temporary Entry and Temporary Driving Permit of Motor Vehicle and relavant issues are notified as follows:

    公安部,各省、自治区、直辖市发展改革委、物价局、财政厅(局):

    公安部《关于申请临时入境机动车牌证和驾驶许可工本费收费项目和收费标准的函》(公装财[2006]928号)和《关于临时入境机动车号牌、行驶证和临时机动车驾驶许可印制情况说明的函》(公装财[2007]260号)收悉。根据《财政部、国家发展改革委关于同意收取〈临时入境机动车号牌和行驶证〉工本费、〈临时机动车驾驶许可〉工本费等有关问题的通知》(财综[2008]36号)有关规定,经研究,现就《临时入境机动车号牌和行驶证》工本费、《临时机动车驾驶许可》工本费收费标准及有关问题通知如下:

1. When the municipal public security authority of the municipalities directly under the Central Government or cities with district divisions issue the Number Plate and Pass of Motor Vehicle of Temporary Entry uniformly prepared by the Ministry of Public Security to a foreign motor vehicle staying in China for less than three months, RMB 15 per certificate will be charged in line with the standard of cost charge on Number Plate and Pass of Motor Vehicle of Temporary Entry; when they issue the Temporary Driving Permit of Motor Vehicle uniformly prepared by the Ministry of Public Security to a motor vehicle driver staying in China for less than three months, RMB 10 per certificate will be charged in line with the standard of cost charge on Temporary Driving Permit of Motor Vehicle.

       一、直辖市或设区的市公安机关在对临时入境不超过三个月的境外机动车发放由公安部统一样式的《临时入境机动车号牌和行驶证》时,收取《临时入境机动车号牌和行驶证》工本费的收费标准为每证15元;对临时入境不超过三个月的机动车驾驶人发放公安部统一样式的《临时机动车驾驶许可》时,收取《临时机动车驾驶许可》工本费的收费标准为每证10元。

2. Fee collection entities shall obtain permit from the designated competent pricing authorities, and use financial bills prepared uniformly by provincial finance departments.

       二、收费单位应到指定的价格主管部门办理收费许可证,并使用省级财政部门统一印制的财政票据。

3. Fee collection entities shall charge fees strictly in accordance with the aforesaid provisions, shall not increase charging items at its own discretion, expand charging scope, raise charging standards or collect any additional fees. Moreover, they shall consciously accept the supervision and inspection of pricing and finance departments.

       三、收费单位要严格按照上述规定收费,不得擅自增加收费项目、扩大收费范围、提高收费标准或加收其他任何费用,并自觉接受价格、财政部门的监督检查。

4. The aforesaid standards shall come into force as of June 1, 2008.
