Ministry of Human Resources and Social Security, and development and reform commissions, price bureaus, and finance departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government, 

We hereby acknowledge the receipt of the Letter on Declaring the Chargeable Items and Fee-charging Standards for the Qualification Examination of Registered Surveyors of the Ministry of Human Resources and Social Security (Ren She Bu Han [2010] No. 20). Pursuant to the Notice of the Ministry of Finance and the National Development and Reform Commission on Approving the Charging of the Administrative Fee for the Qualification Examination of Registered Surveyors and Other Relevant Issues (Cai Zong [2010] No. 49), and upon research, the fee-charging standards for the qualification examination of registered surveyors and other relevant issues are hereby notified as follows:

    人力资源社会保障部,各省、自治区、直辖市发展改革委、物价局、财政厅(局):

    人力资源社会保障部《关于申报注册测绘师资格考试收费项目及标准的函》(人社部函〔2010〕20号)收悉。根据《财政部国家发展改革委关于同意收取注册测绘师资格考试考务费等有关问题的通知》(财综〔2010〕49号)的规定,经研究,现将注册测绘师资格考试收费标准及有关问题通知如下:

1. When the Ministry of Human Resources and Social Security organizes the qualification examination of registered surveyors, the Personnel Examination Center under the Ministry of Human Resources and Social Security shall charge the administrative fee from departments of human resources and social security of all provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as the Department of Human Resources and Social Security at the Provincial Level) according to the following standards: RMB 18 per person per subject for objective examination subjects Survey Administration and Laws and Regulations, and Comprehensive Survey Capabilities; and RMB 25 per person for the subjective examination subject Survey Case Analysis.

       一、人力资源社会保障部在组织注册测绘师资格考试时,由人力资源社会保障部所属人事考试中心向各省、自治区、直辖市人力资源社会保障部门(以下简称“省级人力资源社会保障部门”)收取的考务费标准为:客观题科目《测绘管理与法律法规》和《测绘综合能力》,每人每科18元;主观题科目《测绘案例分析》每人25元。

2. The examination fee for the qualification examination of registered surveyors collected from candidate examinees by Departments of Human Resources and Social Security at the Provincial Level shall be determined by price departments and finance departments of all provinces, autonomous regions and municipalities directly under the Central Government on the basis of the administrative fee, plus the expenses for organizing examination registration, the rental for examination venues and the expenses for engaging invigilators.

       二、省级人力资源社会保障部门向考生收取的注册测绘师资格考试费标准,由各省、自治区、直辖市价格、财政部门在考务费标准基础上加组织报名、租用考试场地和聘请监考人员等费用核定。

3. Fee-charging entities shall obtain the fee-charging permit from designated competent price departments, and use fiscal bills uniformly printed and produced by the Ministry of Finance and finance departments at the provincial level, respectively, according to financial affiliation.

       三、收费单位应到指定的价格主管部门办理收费许可证,并按财务隶属关系分别使用财政部和省级财政部门统一印制的财政票据。

4. Fee-charging entities shall strictly implement the approved chargeable items and fee-charging standards, and shall not add chargeable items, expand the fee-charging scope, or raise fee-charging standards without authorization. The said entities shall also conscientiously accept the supervision and inspection of price departments, finance departments and audit departments. 

       四、收费单位应严格执行批准的收费项目和收费标准,不得自行增设收费项目、扩大收费范围或提高收费标准,并自觉接受价格、财政、审计部门的监督检查。

 5. The aforesaid provisions shall come into effect on August 1, 2010, and be valid for a period of three (3) years. The Ministry of Human Resources and Social Security shall make declaration anew to the National Development and Reform Commission and the Ministry of Finance in accordance with the prescribed procedures three (3) months prior to the expiration of the term of validity.

       五、上述规定自2010年8月1日起执行,有效期3年。有效期满之前3个月,由人力资源社会保障部按规定程序向国家发展改革委、财政部重新申报。
