Institutes of certified public accountants of all provinces, autonomous regions and municipalities directly under the Central Government and the Shenzhen Institute of Certified Public Accountants, 

With a view to implementing the spirits of a series of directives from leaders of the Ministry of Finance on establishing an industrial credibility information monitoring system, further enhancing services for non-practicing members, and standardizing the administration of non-practicing members, the Chinese Institute of Certified Public Accountants (CICPA) plans to carry out certificate replacement of non-practicing members nationwide in a centralized manner from August 1 to October 31, 2009 so as to cooperate with the implementation of the Measures for the Registration of Non-practicing Members of the Chinese Institute of Certified Public Accountants to be printed and distributed, and the application of the non-practicing member administration module in the industrial management information system (hereinafter referred to as the Industrial System). Specific issues are hereby notified as follows:

  为落实财政部领导关于建立行业诚信信息监控体系的一系列指示精神,进一步加强对非执业会员的服务,规范非执业会员的管理,配合即将印发的《中国注册会计师协会非执业会员登记办法》的实施和行业管理信息系统(以下简称行业系统)中非执业会员管理模块的应用,中国注册会计师协会(以下简称中注协)将于2009年8月1日到2009年10月31日,在全国范围内集中开展非执业会员换证工作。现将具体事项通知如下:

1. Work Scheme

(1) The Centralized replacement of certificates of non-practicing members shall formally commence on August 1, and end on October 31. Local institutes of certified public accountants shall supplement and improve relevant information of non-practicing members in the Industrial System prior to October 31, and submit the said information to the CICPA for confirmation by batch to complete certificate replacement in a centralized manner. 

(2) The Registration Management System of the CICPA (hereinafter referred to as the Old System) shall cease operation on July 28, and the non-practicing member administration module of the Industrial System shall be formally launched for operation on August 1. Except for the intra-institute transfer function that is temporarily unavailable, membership applications by non-practicing members shall be accepted via the Industrial System. Relevant information of an applicant shall be entered into the Industrial System, and upon confirmation of the same, the CICPA shall issue the membership certificate of the new version. 

Certificates of non-practicing members shall be replaced by following the special procedures for certificate replacement in the Industrial System. 

(3) To facilitate scientific management, the new certificates shall be numbered under a 10-digit numeral system. For a non-practicing member that replaces certificates this time, the first two digits of the certificate number shall represent the region to which the member belongs, the following four digits representing the year of certificate replacement (uniformly "2009"), the seventh digit being an English letter (A to Z), and the last three digits being a serial number automatically generated by the Industrial System. 

For a non-practicing member newly approved for registration, the first two digits of the certificate number shall represent the region to which the member belongs, the following four digits representing the year of commencement of membership, and the last four digits being a serial number automatically generated by the Industrial System. 

(4) New membership certificates uniformly printed and produced by the CICPA shall be uniformly issued by local institutes of certified public accountants upon completion of the centralized replacement of certificates. Non-practicing members shall return the old membership certificates when collecting the new ones. 

(5) Non-practicing members who fail to timely replace their certificates during the period of centralized certificate replacement may wait until the annual inspection in 2010 to replace the certificates in light of the actual circumstances. 

    一、工作安排

  (一)非执业会员集中换证工作将于8月1日正式启动,10月31日结束。地方注协应在10月31日前,在行业系统中补充完善非执业会员的相关信息,分批提交中注协确认,集中完成换证工作。

  (二)中注协注册管理系统(以下简称老系统)7月28日停止使用,行业系统的非执业会员管理模块8月1日正式上线运行。除转会功能暂缓启用外,受理非执业会员入会申请应通过行业系统进行。申请人的相关信息应录入行业系统中,经中注协确认后,发放新版的会员证书。

  非执业会员换证工作将通过行业系统中的换证工作专用程序进行。

  (三)为便于科学管理,确定新证书的编号规则,将新证书号码统一为十位数字。对于本次换证的非执业会员,证书号码前两位数字代表所在地区,第三位至第六位代表换证年度(统一为“2009”),第七位为英文字母A-Z,后三位为行业系统自动生成顺序号。

  对于新批准登记的非执业会员,证书号码前两位数字代表所在地区,第三位至第六位代表入会年度,后四位为行业系统自动生成顺序号。

  (四)由中注协统一印制的新会员证书,将在集中换证工作结束后,由地方注协统一发放。非执业会员在领取新证书时,应交回旧版的会员证书。

  (五)对于在集中换证期间没有及时换证的非执业会员,视具体情况可以延续到2010年年检时更换新会员证。

2. Notes 

(1) All the data of non-practicing members in the Old System have been imported into the Industrial System, and been uniformly set as the "to be cleared" status. During the process of centralized certificate replacement, mandatory information items of members under the "to be cleared" status shall be submitted to the CICPA for confirmation after review by local institutes of certified public accountants confirms no mistake, and thereafter, new membership certificates shall be printed and issued by the local institutes. 

(2) Information of non-practicing members approved to join the CICPA prior to August 1, 2009 that is not entered into the Old System shall be reviewed and entered into the Industrial System by local institutes of certified public accountants, whereupon be submitted to the CICPA for confirmation. New certificates shall be issued thereafter. 

(3) During the period of centralized certificate replacement for members whose key information (name, ID card number) needs to be changed, the information shall first be changed in the "Information Maintenance" of the Industrial System, while the supporting materials provided by pubic security organs shall be submitted to the CICPA for review, after which the information may be submitted for certificate replacement. 

    二、注意事项

  (一)老系统中非执业会员的数据已全部导入行业系统,统一为待清理的状态。集中换证过程中,待清理状态下会员的必填信息项,经地方注协审核无误,提交中注协确认后,由地方注协打印、发放新会员证书。

  (二)对于在2009年8月1日前已批准入会但未录入老系统的非执业会员,由地方注协审核、补录入行业系统,提交中注协确认后,换发新证。

  (三)在集中换证期间,对于需变更关键信息(姓名、身份证号)的会员,应先在行业系统信息维护中进行修改,同时将公安机关提供的证明材料报送中注协,待复核后可以提交换证。

3. Work Requirements

(1) Lay great emphasis and make elaborate arrangements. Given that certificate replacement is an important link in the building of the industrial credibility information monitoring system, local institutes of certified public accountants shall strengthen the awareness for the overall situation and the sense of responsibility, and improve the efficiency and effectiveness of certificate replacement. 

(2) Organize earnestly and implement carefully. Local institutes of certified public accountants shall appropriately deal with problems left over from the past, and shall timely study to settle various situations encountered during work, to ensure the objectiveness and justice in certificate replacement. 

(3) Take measures to strengthen communication. Local institutes of certified public accountants shall strengthen communication with non-practicing members through various media, to provide non-practicing members with necessary promotion materials and answer relevant questions. 

(4) Establish joint operation between and among institutes at higher and lower levels, and strengthen publicity. The notification, results of each stage and final results of certificate replacement shall be widely publicized via newspapers, periodicals and websites. The CICPA shall organize the preparation of briefings and local institutes of certified public accountants shall timely provide various information on the progress of certificate replacement. 

(5) Carry out overall planning and overcome all difficulties. During the period of centralized certificate replacement, except for intra-institute transfer that is suspended, the normal operation of all other services and management regarding non-practicing members shall be ensured. 

    三、工作要求

  (一)高度重视,精心部署。换证工作是行业诚信信息监控体系建设的重要环节,地方注协应增强大局意识和责任意识,提高换证工作的效率和效果。

  (二)认真组织,严密实施。对于历史遗留问题,地方注协应妥善处理;对工作中遇到的各种情况,要及时研究解决,确保换证工作客观、公正。

  (三)采取措施,加强沟通。地方注协要通过各种媒体加强与非执业会员的沟通,为非执业会员提供必要的宣传资料,解答相关问题。

  (四)上下联动,加强宣传。开展换证工作的通知、阶段性成果和最终结果,要通过报刊、网站等广泛宣传。中注协将组织编发工作简报,地方注协应及时提供各类信息,通报换证工作的进展情况。

  (五)克服困难,统筹兼顾。集中换证期间,除转会工作暂停外,应确保其他有关非执业会员的各项服务和管理工作正常进行。
