To the finance bureaus of each district and county and the municipal financial supervision bureau:

    各区县财政局、市财政监督局:

In order to implement the work objective, "Two Highs and One Low (namely, the highest administrative transparency, the highest administrative efficiency, and the lowest administrative charges)" put forward by the municipal government, according to the provisions of the Notice of the Shanghai Municipal People's Government on Announcing the Fourth Batch Cancellation and Adjustment of Administrative Approval Matters in Shanghai (Document No.: Hu Fu Fa [2009] No. 68), the finance bureaus of each district and county and the municipal financial supervision bureau shall promise a 15-working-day time limit for processing the examination and approval of financial registration of foreign-invested enterprises. All the relevant entities are required to handle such matters according to the promised time limit.

    为贯彻落实市政府提出的“两高一少”工作目标,根据《上海市人民政府关于公布本市第四批取消和调整行政审批事项的通知》(沪府发〔2009〕68号)的规定,各区县财政局和市财政监督局办理外商投资企业财政登记的审批期限承诺为15个工作日。请各单位按照承诺期限及时办理。
