虐待动物（animal cruelty）是指使动物承受无法忍受的痛苦的行为。人与人之间对于“承受无法忍受的痛苦”这个概念的定义不同。有的人认为，只有在虐待动物以获取个人的欢乐的情况下才算是虐待动物，而别的人则认为出于其它原因（比如获取肉或皮毛）也可以出现虐待动物的情况。大多数人认为虐待动物至少是令人憎恶的，许多人认为虐待动物是不道德的。

但是违不违法方面各个国家有不同的规定：

在我国，虐待动物罪是《中华人民共和国动物保护法》（专家建议稿）项目组专家建议基于《中华人民共和国动物保护法》而设立的一项罪名。该罪名最高可处六个月以上三年以下的有期徒刑。

在美国，制定了《反虐待动物法案》和《动物福利法案》，对人该给动物一个什么样的正常生存环境都作出了具体规定。虐待宠物将受到经济处罚甚至被判处徒刑，最高可以罚款5万美元或14年监禁。如果是外国人杀狗卖或吃，不仅在罚款和监禁，还会被永久性驱逐出境。

在英国，英格兰（England）和威尔士（Wales）虐待宠物的主人面临最高刑期为6个月。相比之下，爱尔兰（Ireland）的最高刑期为5年，德国（Germany）为3年，法国（France）为2年。
