故意提供不合格武器装备、军事设施罪，是指明知是不合格的武器装备、军事设施而提供给武装部队的行为。此罪名为行为犯，情节严重的升格量刑，情节特别严重的，再次升格量刑。单位犯罪采双罚制。

过失提供不合格武器装备、军事设施罪，是指过失提供了不合格的武器装备、军事设施给武装部队，情节严重的行为。此罪名为情节犯。
