理解为“境外石油贸易”，应该是认为“offshore”修饰的是“trading”，即“offshore trading”表示“离岸贸易，境外贸易”。但是，大多数情况下，如果表示“境外贸易”，“offshore trading”都是连在一起使用的，中间可能不会含有其他单词，如下列例句所示：

Exports of services also accelerated over the course of 1999. Inbound tourism revived and there was a strong rebound in offshore trading activities on the back of the distinct turnaround in the Mainland's exports.

香港的服务输出量在99年也同样有增长。除了访港旅客人数回升外，离岸贸易活动亦因为内地出口情况显著好转而大幅跃升。

下面再看一个“offshore trading”中间夹杂其他单词的例句：

Inland Revenue Department issued further guidelines in February 2010 to clarify the regime and we intend to take measure to facilitate further offshore funds trading in future contracts.

税务局在二零一零年二月发出进一步指引，阐释执行详情。我们打算采取措施，促使更多离岸基金进行期货合约买卖。

从这个例句可以看出，“offshore funds trading”被译为“离岸基金……买卖”，也就是认为“offshore”修饰的是“funds”，而非“trading”。因此，个人认为，上述问题中的“offshore oil trading”也应该据此解释，即“offshore”修饰的是“oil”，并非“trading”，所以，可以理解为“近海石油贸易，海上石油贸易，海洋石油贸易”。
