在会议记录上,“attendance”下面会分为“present”,“in attendance”和“apologies”。此处,“present”是指参加会议的人,且该人在会上有发言权、表决权等权力,中文意思为“出席会议者”;“in attendance”是指亲自参加会议,一般有权参与讨论但无表决权的人,中文意思为“列席会议者”;“apologies”也可写为“absent with apologies”,中文意思为“因故缺席者”。从上述可知,在会议记录上,“列席”可使用“in attendance”表达。

 

此外,如果在一句话中,“列席”可参考下列英文表达方式:

 

1. 国务院的组成人员,中央军事委员会的组成人员,国家监察委员会主任,最高人民法院院长和最高人民检察院检察长,列席全国人民代表大会会议;其他有关机关、团体的负责人,经全国人民代表大会常务委员会决定,可以列席全国人民代表大会会议。

Members of the State Council, members of the Central Military Commission, the Chairperson of the National Commission of Supervision, the President of the Supreme People's Court and the Procurator-General of the Supreme People's Procuratorate may attend meetings of the National People's Congress without voting rights. 2. 一个代表团或者三十名以上的代表联名,可以向全国人民代表大会提出属于全国人民代表大会职权范围内的议案,由主席团决定是否列入会议议程,或者先交有关的专门委员会审议、提出是否列入会议议程的意见,再决定是否列入会议议程,并将主席团通过的关于议案处理意见的报告印发会议。专门委员会审议的时候,可以邀请提案人列席会议、发表意见。

A delegation or a group of thirty or more deputies may submit to the National People's Congress bills or proposals that fall within its powers. The Presidium shall decide whether or not to put the bills or proposals on the agenda of the session, or to refer them to the relevant special committees for deliberation and, after receiving their opinions, decide whether or not to put them on the agenda of the session. The Presidium shall also print the report on the disposition of the bills or proposals approved by the Presidium for distribution at the session. When bills or proposals are deliberated at meetings of the special committees, their sponsors may be invited to attend the meetings as nonvoting participants to express their opinions.
